Michael Behrens concentrates his practice on regulatory and legislative affairs, commercial transactions, and commercial litigation, with a special focus on telecommunications, energy and public utilities.

Mr. Behrens has written executive testimony presented before the U.S. Congress and developed model state legislation reflective of his clients’ interests.  He has testified as an expert witness before state legislative committees and public utility commissions.

He is greatly experienced as a lawyer and business manager in international matters spanning all continents, including, legislation analysis, brief-writing, advocacy and docket management before the U.S. Federal Communications Commission (FCC) and its global counterparts. 

Additionally, he has also served as in-house counsel where he was responsible for state regulatory issues, public affairs, legislation and antitrust support.  He has extensive experience in international telecommunications services contracts entered into by carriers as well as U.S.-based resellers.

Mr. Behrens has provided client support for contract dispute resolution, settlement documentation, and litigation support.  These disputes typically have a value in ranges up to tens of millions of dollars per incident, including an international arbitration resulting in a $22 million award in favor of his client.

Mr. Behrens received his B.S. in mechanical engineering from the New Jersey Institute of Technology and his J.D. from Seton Hall Law School.
